Policy, Planning, Monitoring & Evaluation
This directorate leads the technical process for the development and coordination of policies, plans, programmes and budgets of all activities of the Ministry. It caters for the design and application of monitoring and evaluation systems for purposes of assessing the operational effectiveness of the Ministry’s strategies and interventions.
The Directorate comprises the following units:
- Policy Coordination Unit: Responsible for the initiation and coordination of all policies, projects and programmes of the sector Ministry and its agencies. The Unit assists the ministry in the preparation of technical and policy advice and in organizing and coordinating planning and programming. It also works to maintain liaison with other units of the Organization and other Organization to ensure consideration of issues within the ministry’s field.
- Planning and Budgeting unit: The unit leads in the design and provision of plans based on a sound framework for the effective implementation of the Ministry’s planned programmes, projects and activities.
It is also responsible for preparing budget and the provision of technical guidance to Management on budgetary matters and keeps proper updates of all financial project.
- Monitoring and Evaluation Unit: The unit ensures the provision of an effective basis for measuring and various stages of programmes and projects of the Ministry as well as providing an objective basis for assessing the effectiveness of its programmes and projects.
• Fisheries Management and Aquaculture Development Unit:
The unit is responsible for the initiation and development of policies, strategies and guidelines relating to culture and capture fisheries as well as post-harvest and marketing. It provides technical backstopping for agencies under the Ministry. It also promotes and supports the policies and strategies relating to the Code of Conduct for responsible Fisheries and its related instruments. The unit develops codes of practice and standards related to safety of products, utilization, marketing, trading and monitoring.
The unit comprises the following sub-units:
- Culture and Capture Fisheries Unit: – The sub –unit is responsible for the development of policies and programmes for the culture and hunting of fish and other aquatic organisms in marine, in-land, fresh and brackish waters.
It also develops intentional instruments, technical guidelines and assistance on the operation and use of vessels and fishing gears as well as promoting sound environmentally friendly practices in lakes, rivers and coastal areas, in accordance with modern assessment and management standards and best practices for aquaculture.
The sub-unit also responsible for all programmes and activities related to management and conservation of fishery resources, including mainstreaming biodiversity and ecosystem concerns.
- Post Harvesting and Marketing Sub-Unit: – It is responsible for the coordination of policies for the promotion and utilization of fisheries and aquaculture resources as well as the reduction of losses in fish trading. The sub-unit develops codes of practice and standards on safety of products, utilization, marketing and responsible trade in the fishing industry.
It further provides guidelines for post- harvesting activities and processing of safe and nutritious fisheries and aquaculture products, promoting health benefits and international standards based on risk analysis and research for small and medium scale fish processing and marketing operators. It also provides guidance to the fishing operators to actively participate in international fish trade including products coming from the small scale sector.
