ABOUT US
INTRODUCTION
The Ministry of Fisheries and Aquaculture (MoFA) was set up by an Executive Instrument (EI) 28, 2017 to formulate appropriate policies for sustainable fisheries and aquaculture. MoFA has the Fisheries Commission (FC) and the National Premix Fuel Secretariat (NPFS) as its agencies.
MANDATE
The core mandate of MOFA is to formulate and implement sector Policies and Strategies aimed at transforming the Fisheries and Aquaculture Sector to contribute more effectively to national development through science, technology, innovation and institutional capacity enforcement.

- Promotes and facilitates modernization of aquaculture to achieve food self-sufficiency and security.
- Ensure the availability of timely, reliable, relevant data and information of fisheries.
- Ensure sustainability of fisheries resources through the implementation of policy frameworks and legislation.
- Strengthen participation of stakeholders in aquaculture development through capacity development.
- Enhance sector wide human resource management policies and systems through effective career development program and guidelines.
- Enhance evidence based decision-making on the fisheries industry through the collection of disaggregated data.
- Protect and promote the development of aquaculture development through awareness creation and effective implementation of National and International Policy frameworks and legislation.
- Assess progress on implementation of programs, projects and evaluate policy outcomes and impacts through effective monitoring and evaluation framework to provide inputs into policy review and planning.
- Provide an effective and efficient administrative, financial management and support services through compliance with the Public Financial Management Act and Regulations.
CORE FUNCTIONS
- Formulate and implement Sector Development Policies and Strategies in line with National Development Policy Frame-works.
- Facilitate the development of Aquaculture sub-sector to contribute to domestic fish production and National Development.
- Enforce Fisheries Laws and Regulations to protect Fisheries Resources.
- Promote sustainable management of fisheries resources for national benefits.
- Develop Sector Medium-Terms Development Plans consistent with National Development policy frameworks.
- Conduct periodic socio-economic studies/ Research on “Topical Sector issues to inform sector policy formulation and planning.
- Coordinate all interventions to accelerate the development of the Fisheries and Aquaculture sub-sector and industry.
- Have Oversight responsibility of all agencies in the sector, including the Fisheries Commission.
