The Ministry of Fisheries and Aquaculture (MoFA) has held a debriefing meeting on the outcomes of the Hon. Minister’s recent working visit to the State of Israel, aimed at strengthening bilateral cooperation in aquaculture and fisheries development.
The meeting, which took place on Wednesday, 29th January 2026, at the Minister’s Conference Room, brought together management and technical officials of the Ministry, the Fisheries Commission, and representatives from the Embassy of Israel in Ghana.
The working visit formed part of government’s broader efforts to modernize Ghana’s fisheries and aquaculture sector through strategic international partnerships, technology transfer, investment promotion, and capacity development.

Strategic Outcomes of the Israel Visit
Presenting highlights of the visit, the Ghana fisheries delegation outlined several key areas identified for collaboration between Ghana and Israel. These include:
- Export growth, with Israeli companies potentially producing in Ghana for international markets
- Joint ventures, combining Israeli aquaculture technology with local partnerships, including possible government-backed guarantees
- Research and innovation collaborations
- Fish health and biosecurity partnerships
- Technology support for monitoring fishing vessels at sea
- Labour export opportunities, enabling Ghanaian workers to gain employment and skills within Israel’s aquaculture sector
These partnerships are expected to support increased fish production, enhance efficiency, and contribute to job creation across the aquaculture value chain.

During the working visit, the delegation visited several leading Israeli aquaculture institutions and technology companies renowned for innovation and commercial production. These included:

Remarks from the Israeli Ambassador
Speaking at the debriefing meeting, H.E. Mr. Roey Gilad, Ambassador of the State of Israel to Ghana, described the visit as a significant step toward deepening cooperation between the two countries.
He noted that Ghana possesses strong potential to scale up fish farming and attract increased investment, emphasizing that the engagements opened pathways for mutually beneficial partnerships anchored on innovation, skills development, and sustainable production.

Minister Emphasises Partnership and Investment Readiness
In her remarks, the Hon. Minister expressed appreciation for the warm reception accorded the Ghanaian delegation in Israel and reaffirmed government’s commitment to strengthening international partnerships.
She highlighted the importance of leadership, principles, and forward-looking collaboration in positioning Ghana as a competitive destination for global investment.
The Minister noted that while Ghana continues to attract strong international interest — including upcoming fisheries investments such as the anticipated Ghana Fish Project from the Philippines — it is equally important to address operational challenges faced by investors in order to improve the country’s investment environment.
According to her, lessons from previous engagements must inform reforms that make Ghana more efficient, responsive, and attractive to long-term partners.

Next Steps and Follow-Up Actions
The meeting concluded with the identification of key follow-up actions, including:
- Collation of potential Israeli business investment partnerships, particularly for the National Aquaculture Centre and commercial aquaculture projects
- A proposed working visit to Ghana by an Israeli technical team to undertake a survey mission and assess sector capabilities
- Identification of priority projects by designated focal persons
- Development of a cooperation framework to guide implementation and facilitate the signing of a Memorandum of Understanding (MoU) between Ghana and Israel

The outcomes of the Israel working visit are expected to significantly contribute to Ghana’s efforts to modernize its aquaculture sector, boost domestic fish production, strengthen biosecurity systems, promote export growth, and create sustainable employment opportunities.
