HON. EMELIA ARTHUR MINISTER FOR FISHERIES AND AQUACULTURE, GHANA
Hon. Emelia Arthur, a Yale World Fellow and accomplished public servant, brings a wealth of expertise to her role in government as the Minister for Fisheries and Aquaculture of Ghana. She is a Member of Parliament of Ghana representing the Shama Constituency, a fishing community in the Western Region.
With a Master’s in Public Administration and advanced international training in sustainability management, governance, and anti-corruption, her diverse educational background reflects her dedication to addressing global challenges like climate change and biodiversity conservation. Her extensive professional experience spans governmental and non-governmental sectors at local, national, and international levels, specializing in policy analysis, gender inclusion, programme development, and natural resource governance.
Notably, Hon. Arthur has worked with key international organizations such as FAO, World Bank, the United States Agency for International Development (USAID), and the International Union for Conservation of Nature (IUCN), while also serving in advisory roles to the President of Ghana. Hon. Arthur previously served as a Deputy Regional Minister for the Western Region, and District Chief Executive of Shama District.
A passionate advocate for inclusive governance, youth empowerment and instituitional capacity strengthening, Hon. Arthur actively mentors leaders and champions women’s participation in public life. Her involvement with initiatives like The Balaton Group, OSIWA, and the Forest and Farm Facility (IUCN/IIED/WB) underscores her commitment to sustainable development. She has facilitated training for international volunteer organizations and presented insightful papers on leadership, gender policies, and development at various global forums.

Mrs. Gifty Benson Adjei holds a first degree from the Kwame Nkrumah University of Science and Technology and a Master’s Degree in Public Sector Management from the Ghana Institute of Management and Public Administration (GIMPA). As a Chartered Professional member of the Chartered Institute of Administrators and Management Consultant, she brings over 17 years of expertise in Administration, Human Resources, General and Estate Management, and a Research background. Mrs. Benson Adjei is driven by a strong ambition to excel in Organizational Management within the Ghana Civil Service.
Known for her dedication, versatility, self-motivation, and goal-oriented approach, Mrs. Adjei Benson is committed to making a positive impact wherever she is positioned. Her journey in the Civil Service has been marked by hard work, leading to her ascent through various roles in Ministries such as Finance, Lands and Natural Resources, Sanitation and Water Resources, Youth and Sports, and her current position as the Director of HR at the Ministry of Fisheries and Aquaculture Development.
Mrs. Gifty Benson Adjei’s international exposure includes participation in numerous conferences, training sessions, and seminars across Europe and Africa. Boasting a successful track record in both the Public and Private Sectors, she is dedicated to fostering efficiency, ensuring compliance, and enhancing employee engagement.
